IS this client or server? Do you have a small script which i can load to test this?

Client, i guess.

1.- Join the server.
2.- Create a vehicle
3.- Set the handling for that vehicle
4.- Quit the game
5.- Go to step 3 until you see there is no effect anymore.

(I'm not sure if happens also or only with Respawn)
